What the Personnel Board Does
π Job Classification
Maintains the official classification plan for all town positions, defining job titles, duties, and qualifications. Reviews requests for reclassifications when job duties change significantly, ensuring positions are correctly grouped and compensated.
π΅ Compensation Plan
Maintains and recommends updates to the salary and wage schedule. Conducts or reviews compensation surveys to ensure Yarmouth’s pay scales remain competitive with comparable municipalities on Cape Cod and statewide.
π Personnel Policy
Reviews and recommends updates to the Town of Yarmouth’s personnel policies and rules, covering matters such as hiring procedures, performance evaluations, disciplinary processes, and employee benefits.
π€ Labor Relations Advisory
Provides guidance on personnel matters as they relate to collective bargaining agreements and non-union employee policies. Coordinates with the Finance Committee representative to ensure compensation decisions align with the town budget.
Active Issues & Current Focus
Cape Cod municipalities face increasing difficulty competing with the private sector and larger cities for skilled workers. The Personnel Board reviews compensation levels annually to ensure Yarmouth can attract and retain quality employees.
As town departments evolve and new positions are created (e.g., IT, sustainability, communications), the classification plan must be updated to accurately reflect modern municipal job functions and appropriate pay grades.
Post-pandemic changes to work arrangements have prompted a review of personnel policies around telework, flexible scheduling, and related matters for applicable non-union town positions.
The FinCom representative ensures that recommended compensation increases are vetted against fiscal year budget projections, helping to prevent compensation commitments that exceed the town’s financial capacity.
Meetings & Agendas
The Personnel Board meets monthly at Yarmouth Town Hall. Meeting dates, agendas, and minutes are posted on the town’s Agenda Center. Meetings are open to the public.
Public Participation
Personnel Board meetings are open to the public. While much of the board’s work involves internal personnel matters, citizens may attend regular meetings and address the board during public comment on matters relating to town personnel policy and classification. Contact the town administrator’s office for more information.
The Personnel Board ensures fair and consistent hiring and pay practices across town departments.
